Why chandigarh is capital of two states




















The properties in Chandigarh were to be divided in ratio in favour of Punjab. The-then Prime Minister Indira Gandhi had announced that Haryana, in due course, would have its own capital and Chandigarh would go to Punjab.

As per documents submitted in the Lok Sabha, the Centre had even issued a formal communication is this regard on January 29, , almost three years after Haryana came into being. Again, in , under the Rajiv-Longowal accord, Chandigarh was to be handed over to Punjab on January 26, , but the Rajiv Gandhi government withdrew at the last minute. As per the documents, the Centre had considered various alternatives for settling the matter, including dividing the city.

However, bench observed that it was an observation and asked Nanda whether it was binding on the high court. To this Nanda had responded that HC may not take note of the judgment where judgement was passed without referring to relevant provisions of law. Both the states were asked on July 22 to show the notification declaring Chandigarh as the capital of the two states.

On August 20, Punjab advocate general had told court that in , the capital of Punjab was shifted from Lahore to Shimla and subsequently then Prime Minister Jawaharlal Nehru declared Chandigarh as capital of Punjab in The States Reorganisation Act, , does not make any changes to the arrangement.

The bench of justice RK Jain and justice Arun Kumar Tyagi had posed the query during hearing of a petition by a judicial services aspirant Phool Singh, a resident of Chandigarh. He had qualified judicial services exam of both the states and figured in the merit list prepared for the exams of both the states, under scheduled caste category.

Chandigarh has 2 satellite cities — Panchkula and Mohali. The three cities collectively referred as Chandigarh tri-city. After partition of India in the state of Punjab required a new capital city to replace Lahore which became part of Pakistan. After various plans for additions to existing cities were found infeasible the decision was taken to construct a new planed city to reflect the new nation''s modern progressive outlook, to be "unfettered by the traditions of the past, a symbol of the nation''s faith in the future".

Initial Master plan developed by American architect-planner Albert Mayer and Polish architect Matthew Nowicki, the city was designed by Swiss born French architect and planner Le Corbusier during s with characteristic architecture of exposed brick and boulder stone masonry to reflect ''honesty of materials'' set amidst landscaped gardens and parks. With an initial plan for a population size of 1,50, and later taking it to 11,97, the city is laid down in a grid pattern divided into identical looking ''sectors'' of m by 1, mts.

The foundation stone of the city was laid in Subsequently, at the time of reorganization of the state on 1st November, into Punjab, Haryana and Himachal Pradesh, the city assumed the unique distinction of being the capital city of both, Punjab and Haryana while it itself was declared as a Union Territory and under the direct control of the Central Government.
